Abstract
My thesis outlines the current condition of the National Flood Insurance Program, and more specifically, what has caused the program to build up massive amounts of debt. The poor management of the program in terms of risk management and assessment particularly as climate change has progressed has lead the NFIP to be targeted for elimination. In addition to detailing those circumstances, this paper also discusses the political climate surrounding the NFIP and possibilities for reform.
