Abstract
Attempts to address debt and structural efficacy of the National Flood Insurance Program have been met with concerns of affordability. Frameworks created to address affordability do not include specific details of eligibility or program considerations. I suggest a strategically-placed pilot program could test an experimental framework and provide useful feedback as the framework encounters site-specific variation. I analyze available flood map data and tax parcel data on ArcGIS to determine pilot program locations. Two areas within Pender County and Onslow County, North Carolina are determined to be ideal pilot program locations as they include a high density of newly mapped residential properties. Moving forward, the National Flood Insurance Program needs to establish robust affordability considerations as they continue to institute risk-reflective premiums.
