Abstract
Introduction Research on learning from abroad has burgeoned. A good amount has focused on those national-level factors that promote the adoption of policy concepts from the outside. A second major strand has concerned the international arena, with special attention going to the impact of expert networks, non-governmental organizations and pressures stemming from participation in the global economy.
